Here is the finished card!
First you need some watercolor paper, I used 250lb Arches cold pressed, and some torn tissue paper. Tape the paper to a surface and wet thoroughly.

I love it but..... is the tissue paper 'glued' to the watercolor paper. I don't understand.... or is soaked with watercolor paint or reinkers and than lifted off leaving a design on paper. I would love to do something like this, and when I do - it ends up done wrong!

It is glued on! It makes a really nice rough surface. This is pretty easy so I am sure you will probably have success. (Even if it takes a couple tries!) HA HA!
